SQGFWupdate.exe blocked by Win11 Security

Win11 Windows security blocks running SQGFWupdate.exe.   I have turned off real time monitoring and added exclusions for the folder, file and process.  Win security still blocks as an “unknown publisher”. 

I reached out to support and they closed my request with a link to information already on the website that does not in any way address the issue.
